I made an image of a 32gb raspberry pi sd card and it made a.mfi image file. I stuck in another 32 gig sd card and tried to restore. It says it is 9.37gb too small. I stick in a 64gb sd card and it says the same thing.

Is there a special trick in HDClone to clone a Pi SD Card ?

There shouldn’t be a problem restoring the image to another card. Perhaps something is special about the partition table?

You should open a support case where you send along a log file from the (failed) restore attempt. This will then include information about the image file and about the sizes.
